The US government has imposed another round of sanctions against Russian technology companies, including MegaFon, and has also expanded restrictions on the supply of home appliances and electronics to the country.

Back in March 2022, the United States banned the supply and re-export of luxury goods to Russia and Belarus, and now the list of goods subject to this measure has expanded. Now smartphones over $300 are included in this category; hair dryers and dishwashers – regardless of price; household appliances, including vacuum cleaners over $100, microwave ovens, and home coffee machines; as well as computer peripherals, including keyboards, printers and hard drives for more than $300. Formally, the restrictions apply only to American goods, but they include any products in which more than 25% of American components or technologies. The new provisions will come into effect on February 27, when they are officially published.

The most important innovation in the next sanctions is the emergence of such terms as “components”, “parts” and “accessories”, Kommersant writes. The United States proceeds from the fact that the import of these products to Russia is carried out not for the sake of their further sale to the consumer, but in order to get to the chips and use them in the creation of military equipment. Washington’s commitment to this position is confirmed by statements by senior US officials. In practice, this means that all the equipment specified in the sanctions lists will be gradually replaced by the products of countries that do without American technologies, do not impose restrictive measures against Russia and are not afraid of secondary American sanctions. However, there have not yet been any high-profile precedents with secondary sanctions, so the situation may not change at all – Russian distributors have already built new supply chains.

The largest of the Russian companies that fell under the new package of US sanctions was MegaFon – the company was genuinely surprised by this measure, although they assured that it would not affect subscribers and customers. Experts interviewed by Kommersant agreed with this: since last year, suppliers of telecommunications equipment have been asking the US Department of Commerce for permission to import it to Russia, regardless of who it is intended for. That is, the appearance of MegaFon in the sanctions list is more like a clarification of an already existing norm.

Restrictions on the supply of dual-use technology and goods have also been imposed on MTS-owned company VisionLabs, which develops facial recognition systems. CEO Dmitry Markov said that the company will study the consequences of the measure, but so far there is no talk of any tangible consequences: VisionLabs developments are based on open source software and proprietary algorithms, and customers located in Asia, Africa and Latin America are traditionally indifferent to US sanctions. Although the cautious attitude of foreign contractors towards VisionLabs should not be ruled out either.

The most severe sanctions against Russian technology companies were imposed by the US Department of the Treasury: the SDN list included IKS Holding, its members LLC Bastion, LLC Citadel and JSC NPK Kryptonit, as well as LLC KNS Group is the parent structure of Yadro Group of Companies. The beneficiary of all these structures, Anton Cherepennikov, is also included in the SDN list. This measure means blocking the assets of the sanctioned person in the US and on the accounts of correspondent banks in the US: transactions with such a person can now be made by entities from Russia and other countries that are not afraid to fall under US sanctions: Iran, the United Arab Emirates, Belarus, Cuba, Syria.

This is the operator of a plant for the production of telecommunications equipment under construction in the Moscow region, and new restrictive measures will not be able to affect its further activities. “These events further encourage us to fulfill the mission of building a leading domestic engineering company, developer and manufacturer of world-class IT and telecom products for corporate clients” , – Kommersant quotes the words of a representative of Yadro Group of Companies.
